Outsiders are the needle, not the fabric
For our terra firma, for those who are confined
Terra incubates community-led initiatives. SEESALT+ is how those initiatives work with everyone else — a cooperation mechanism for programmes no single organisation can run alone. This page covers both, because they are the same argument at two scales: change holds when the people affected are the ones designing it.
Where the name comes from

Terra takes its name from Wim Wenders' documentary about Sebastião Salgado, whose photography spent decades attending to the people who sustain societies from their margins. The name holds two things at once: seeing, and the salt of the earth — the workers who are essential and unphotographed.
That is a claim about method, not about aesthetics. Salgado's subjects were not problems to be documented. Neither are ours. The operating principle Terra took from it has not changed: sustainable change happens when marginalised communities become the architects of their own transformation, with outsiders serving as the needle that connects the fabric — not as the fabric, and not as the tailor.
Yanli Village
Where the method was worked out
Terra began at UWC Changshu as a grassroots poverty initiative. The first work was one-to-one: connecting unemployed residents of Yanli Village with 30 local businesses.
What made it work was not a solution brought in from outside. It was matching — road builders, textile workers, hospital staff, small entrepreneurs — until the community could, in the phrase we have used since, sew itself back together. The intervention was the thread. The pattern was already there.
We have deliberately not published outcome figures for this work. The measurements we have were taken informally, by people running the programme rather than evaluating it, and we would rather report nothing than report a number we cannot define precisely. What we can say is what was built and who it connected.
What Terra is now
An incubator, not a programme
Terra no longer runs the poverty work directly. It operates as a social-initiative incubation centre: it takes early community-led ideas and gives them structure, method and connections until they can stand on their own. The original poverty-reduction line continues under Moonhalo, a separate team.
An incubator's honest measure is not how many things it started but how many it stopped being necessary to. That is the number we are trying to be able to report.
SEESALT+
The cooperation mechanism
SEESALT+ is not a programme. It is a way of assembling one when no single organisation can do it alone — international institutions, local organisations, government bodies and communities building something together rather than one commissioning the others.
What it is trying to fix
- Organisations work in parallel, duplicating effort and capping each other's reach.
- Elite institutions arrive without local context; local organisations work without global resources. Each has what the other lacks and no structure for exchanging it.
- Most "partnership" models stay top-down: consultation happens after the decisions.
- One-off interventions cannot produce shared ownership, and without shared ownership nothing survives the funding cycle.
Cooperation > coordination > isolated action. Coordination means telling each other what you are doing. Cooperation means deciding it together, and accepting that this costs you control.
Five steps
- ConveneBring the parties into one room before anything is designed — including the ones who would normally be consulted afterwards.
- Co-designDesign happens with everyone present. If a party joins after the design is fixed, this is consultation, and we should call it that.
- Pool resourcesShared investment, shared cost. A party that contributes nothing material has no stake, and a party that contributes everything owns it.
- Implement togetherJoint delivery with shared accountability for outcomes, not a lead agency and a set of subcontractors.
- Learn and hand overDocument what happened, including what failed, and make the model replicable by people who were not in the room.
What makes it work, when it works
- Genuine power-sharing rather than representation on a list.
- A long commitment — realistically three to five years.
- Trust built by consistent action, which cannot be front-loaded.
- Enough flexibility to change the plan without changing the terms.
Wheat Ear 2030
The one application, so far
The Wheat Ear 2030 Explorer Camp is where SEESALT+ was first used rather than described. Run with the Maitian Education Foundation, it brings urban and rural students aged 11–15 together in Hunan Province around project-based work on real community questions.
The parties were an international school, urban families, rural schools and an NGO — four groups with entirely different resources, constraints and reasons to be there. None of them could have run it alone, and any one of them running it as lead would have produced a different and worse programme. That is the whole claim: not that the camp was excellent, but that its shape came from four parties designing together rather than one commissioning the rest.

What we are not claiming
One application is not a validated mechanism
SEESALT+ has been used once. That is enough to show the five steps can be followed and that something came out the other end. It is not enough to show that the mechanism causes the outcome, that it transfers to other sectors, or that it beats a well-run single-lead programme.
Three things would change that, and we would rather name them than wait to be asked:
- A second application in a different sector, run by people who were not in the first one.
- A case where we followed the steps and it still failed, documented as carefully as the success.
- An honest comparison against a conventional lead-agency programme doing similar work.
Until then this page describes a working practice, not a proven method, and we will keep saying so.
Starting one
Who this is for
A SEESALT+ programme can be initiated by any of the parties, not only by us — a school, a local NGO, a government office, a university group, a funder. What it requires from the initiator is the willingness to give up sole authorship at step two.
